The work here

What a US forwarding office actually spends the day on

Not a translated version of another country’s page. This is the shape of the work where most freight moves through a licensed broker and a house bill.

A US forwarder or NVOCC sells three things at once. Someone quotes the international move. Someone arranges the customs side, through the broker desk down the hall or through a broker the customer already uses. Someone arranges the domestic leg once the container is available. Three sets of counterparties, three sets of documents, one shared mailbox in front of all of it.

Then look at what actually arrives. An RFQ for two forty-foot high cubes, Ningbo to Long Beach, with the delivery address written in the signature block and nowhere else. An overseas supplier who has sent seven of the ten Importer Security Filing answers and gone quiet on the other three. A drayage carrier asking whether the chassis is included. A co-loader invoice that does not match the house bill. A customer asking where their cargo is, for the third time.

None of that arrives in your system of record. It arrives as email. Someone opens it, works out what it is, finds the missing piece, writes back, tells the next person, files it, and remembers to chase. So the honest way to size this is to count, over one of your own weeks, how many people touch a single thread between the enquiry arriving and the file being opened.

Local rules

What is specific to the United States

The parts of the job that genuinely differ here — not a translated version of the same page.

Importer Security Filing (ISF, “10+2”)

CBP’s rule took effect on 26 January 2009 and applies to import cargo arriving in the United States by vessel, not by other modes. CBP states that the ISF Importer, or their agent such as a licensed customs broker, must electronically submit the advance cargo information. Eight elements are due no later than 24 hours before the cargo is laden aboard a vessel destined to the United States. Two more, the container stuffing location and the consolidator, are due no later than 24 hours before the ship arrives. CBP warns that failure to comply could mean monetary penalties, increased inspections and delay of cargo. FreighAI transmits nothing. It does the part that costs you the day: working out which of the ten answers you are missing, and chasing whoever holds them.

ACE and ABI filing by a licensed broker

CBP describes the Automated Commercial Environment as the United States’ centralized digital system for processing imports and exports, and as the US Single Window connecting CBP, partner government agencies and the trade. CBP states that the Automated Broker Interface and its electronic data interchange remain the method through which entries and entry summaries are transmitted to ACE. Broker licences to conduct customs business on behalf of other persons are issued under section 641 of the Tariff Act of 1930 as amended and 19 CFR Part 111. Classification, duty and the entry decision stay with your broker. FreighAI sits upstream, on the correspondence around the file.

FMC licensing for ocean transportation intermediaries

The Federal Maritime Commission regulates ocean transportation intermediaries under the Shipping Act of 1984. They are either ocean freight forwarders or non-vessel-operating common carriers. The FMC describes an NVOCC as a common carrier that holds itself out to the public to provide ocean transportation, issues its own house bill of lading, and does not operate the vessels. US-based companies operating as either must obtain a licence from the Commission and submit proof of financial responsibility for payment of claims. Your licence, your qualifying individual and your bond are yours.

NVOCC tariff duties and negotiated rate arrangements

The FMC states that all NVOCCs operating in the US trades must publish a tariff showing all rates, charges, classifications, rules and practices between all points or ports on their service routes, and that NVOCCs may enter into negotiated rate arrangements where they are given an exception from certain tariff rate publication requirements under Part 532. FreighAI prices from your own rate cards, carrier accounts and what that customer paid on that lane before. It publishes nothing. Which sell rate is governed by a tariff and which by an NRA is your decision, and part of what the first workflow gets scoped around.

What happens to one enquiry

Take quoting as the first workflow. It is the one a US forwarder can measure inside a fortnight.

An enquiry arrives. FreighAI reads it, notices the weight is missing and asks for it. It pulls your rate cards, checks the carrier for a live rate, and emails your agents for the lanes you do not hold, then chases them until they reply. It drafts the quote with your margin rules and what that customer paid on that lane last time. Your pricer approves and it goes. It follows up. When the customer pushes back, the counter-offer is already drafted. When the quote is old, it expires. When it is won, the job is created.

Where the rate can be fetched without waiting on a person — a carrier API, a portal read in the background, or your own uploaded rate cards — a priced quote goes out in 10–15 minutes instead of 1–2 hours. That holds for ocean and air just as it does for express; the mode does not change it. Where a lane has to be priced by another agent or over the phone, the wait belongs to whoever is answering — not to the software. FreighAI still writes the RFQ, chases the reply, and turns whatever comes back into a priced, margin-checked quote the moment it lands.

Does FreighAI file our ISF or our entries?

No. Not the Importer Security Filing, not the entry, not the entry summary. Those reach CBP through ACE as they do today, through your own ABI filer or your licensed broker. FreighAI does the work around them: reading which of the ten ISF answers you are missing, writing to whoever holds it, and chasing until it arrives.

Do you have US customers we can call?

Not yet, and we would rather tell you in the first minute than the fourth meeting. Our published customer is Infinity Logistics in the UAE. India and the UAE are our active markets. The United States is where we are expanding. If a local reference is a hard requirement, we are not there yet.

Will this work with CargoWise, Magaya or GoFreight?

FreighAI is built to run alongside a system of record rather than force one out. What it can read from your system, and what it can return to it, is stated for the workflow you choose and documented before anything is built.

We run a broker desk. Does this touch the compliance judgement?

No. Classification, valuation, duty and the entry decision stay with your licensed broker, under the CBP regime governing that licence. FreighAI works on the correspondence around the file and records who approved each reply.
