The situation

The part of the cross-border day nobody has software for

Ask a forwarder in Mississauga or a broker in Windsor what their software does and you get a clear answer. It holds the job. It holds the house bill. It sends the entry. Ask where the day went and the answer changes. It went into email.

A shipper writes in on Monday asking for a price on twelve skids from Mississauga to Chicago, picking up Tuesday. No dimensions. No declared value. No word on whether they want you to clear it. Your pricing person asks for the missing pieces, mails two partners, and makes a mental note to chase one of them tomorrow.

Meanwhile a dispatcher wants a PARS number for a load that reaches the border tomorrow. The paperwork behind a house bill arrived as a scan and has to be read before anything is transmitted. And an importer you have quoted twice still has not granted you portal authority.

None of that is a filing problem. Filing already has a system and a licensed person behind it. The rest is mail. So the question is not which freight forwarding software holds the most fields. It is how much of your week never touches software:

The boundary

What stays with your filing chain and your books

Customs entries and duty lookup are not something FreighAI touches. That chain is licensed in Canada and it stays exactly where it sits. Advance house bills reach the CBSA on the route they reach it on now. PARS release requests are raised by whoever raises them for you. Declarations are keyed into the CARM portal by the broker holding the delegation.

The ledger tells the same story. Whatever your controller reconciles, accrues and provisions in is where those stay. So do any portal your customers log into, the system running a warehouse and anything dispatching a fleet.

What is specific to Canada

The parts of the job that genuinely differ here — not a translated version of the same page.

CARM, and the delegation you have to wait for

The CBSA uses CARM to assess and collect duties and taxes on commercial goods imported into Canada. The commercial accounting declaration is the digital document that accounts for those goods, and it replaced the old B3 and B2 forms. Statements of account are issued on the 25th of each month and payment is due ten weekdays after the 17th. One line in CBSA’s own material shapes a broker’s week more than any of that. A customs broker cannot submit a declaration for an importer until the importer delegates them authority in the portal. Your side of that is email, and FreighAI takes the chasing.

Release Prior to Payment and the importer’s own security

Importers who want goods released before duties and taxes are paid must enrol in Release Prior to Payment and post financial security. CBSA is blunt about who posts it. All commercial importers must post their own security in CARM, and that transition ended on 20 May 2025. An importer who is not enrolled pays at a CBSA office before release. For a broker that is an uncomfortable conversation on a thread with a shipment already on it, and FreighAI keeps it there with the follow-up running.

eManifest, and the hour before the truck reaches the border

Freight forwarders must electronically transmit advance house bill data on consolidated freight to the CBSA. Each mode has its own clock. Marine is 24 hours before loading or arrival, depending on the type and loading origin of the goods. Air is four hours before arrival, or before departure on a shorter flight. Rail is two hours and highway is one. Highway carriers separately transmit cargo and conveyance data, which the CBSA must receive and validate at least one hour before arrival. FreighAI transmits nothing to the CBSA. What it changes is the hour before. The scan is read and the person who has to transmit is holding a task, not searching a mailbox.

PARS, and the invoice that has to arrive first

The Pre-Arrival Review System is, in CBSA’s words, a service option for the release of commercial goods which can be transmitted pre or post arrival. It lets importers and customs brokers submit interim accounting documentation to obtain release. The filing is not the hard part. Getting the invoice and the packing list out of somebody’s mailbox and into the broker’s hands in time is. That is mail work, and it is what FreighAI takes over.

The customs broker licence

Only a licensed customs broker may account for goods and pay duties under section 32 of the Customs Act on behalf of importers. One licence covers every CBSA commercial office in Canada, a security deposit of CAD 50,000 is provided during the application, and the qualified officer must have passed the Customs Brokers Professional Examination. Nothing FreighAI does sits inside that licensed activity. It sits in front of it, where the request arrives and the documents are still being gathered.

What happens to one enquiry

Start with quoting. It is the one piece of a Canadian week that needs no licence and no portal.

An enquiry arrives. FreighAI reads it, notices the weight is missing and asks for it. It pulls your rate cards, checks the carrier for a live rate, and emails your agents for the lanes you do not hold, then chases them until they reply. It drafts the quote with your margin rules and what that customer paid on that lane last time. Your pricer approves and it goes. It follows up. When the customer pushes back, the counter-offer is already drafted. When the quote is old, it expires. When it is won, the job is created.

Where the rate can be fetched without waiting on a person — a carrier API, a portal read in the background, or your own uploaded rate cards — a priced quote goes out in 10–15 minutes instead of 1–2 hours. That holds for ocean and air just as it does for express; the mode does not change it. Where a lane has to be priced by another agent or over the phone, the wait belongs to whoever is answering — not to the software. Does FreighAI file anything with the CBSA?

No. Advance house bills, PARS release requests and declarations stay with the licensed broker and the software that files them today. Customs entries and duty lookup are outside what FreighAI touches. It works in front of that chain, where the request is read, priced and won.

Can it handle CARM delegations for us?

Not the delegation itself. A broker cannot submit a declaration for an importer until that importer delegates authority in the portal, and only the importer can do that. FreighAI takes over the chasing around it. The request becomes a task with an owner, and the follow-ups run on their own.

Do you have Canadian customers we can call?

Not one you could call this week. Canada is a market we are expanding into. The customer we publish, Infinity Logistics, forwards freight out of the UAE. If a local name is your gate, we do not clear it yet.
