Two identities on the same container

To your customer you are the carrier. You issue the bill of lading and you carry the liability. To the shipping line you are the shipper. You book the space, you sign the commitment and you pay the invoice. Your business lives in the gap between the two.

The Federal Maritime Commission defines a non-vessel-operating common carrier as a common carrier that holds itself out to the public to provide ocean transportation, issues its own house bill of lading or equivalent document, and does not operate the vessels by which ocean transportation is provided.

The commercial consequence is the part software usually ignores. You commit to space on a lane before you know who will fill it. An allotment or a block space agreement gives you capacity and a price you can rely on, in exchange for a commitment you then have to fill. What no contract does is find the cargo.

Your rate card is not the number that decides the lane. Utilisation is.

So the work arrives as volume rather than as value. A forwarder wants a price for 1.8 cubic metres. A regular customer wants three pallets on Thursday's cut-off. Each carries a little margin, and each takes about as long to answer as a full container. So the small ones get answered late, roughly, or not at all, and the space you committed to sails partly empty.

What happens to one part-load enquiry

The small enquiry is where a consolidation desk wins or loses the week.

An enquiry arrives. FreighAI reads it, notices the weight is missing and asks for it. It pulls your rate cards, checks the carrier for a live rate, and emails your agents for the lanes you do not hold, then chases them until they reply. It drafts the quote with your margin rules and what that customer paid on that lane last time. Your pricer approves and it goes. It follows up. When the customer pushes back, the counter-offer is already drafted. When the quote is old, it expires. When it is won, the job is created.

Where the rate can be fetched without waiting on a person — a carrier API, a portal read in the background, or your own uploaded rate cards — a priced quote goes out in 10–15 minutes instead of 1–2 hours. That holds for ocean and air just as it does for express; the mode does not change it. Where a lane has to be priced by another agent or over the phone, the wait belongs to whoever is answering — not to the software. FreighAI still writes the RFQ, chases the reply, and turns whatever comes back into a priced, margin-checked quote the moment it lands.

Where the space comes from

Committed, co-loaded or spot?

Every booking answers one question before it answers any other.

Whose space is this going on? The answer changes the price, the margin and who has to be chased.

Committed space is already paid for in the sense that matters. Sell it and the margin is as good as that lane will give you all week. Leave it empty and the cost is spent anyway.

Co-load space is bought when you need it, at a price somebody else sets. Benesch's glossary records co-loading as a regulated activity under 46 CFR 520.2, customarily involving multiple NVOCCs. It is a contract, not a favour between desks.

FreighAI does not make that decision for you. It makes sure the enquiry reaches the decision with the rate card pulled, the co-loaders asked and the missing lines chased. Spot space is the top-up, and steady use of it on a committed lane means the commitment is sized wrong.

House bills and master bills

One master bill, many house bills

The house bill is why this business exists. Your customer holds a document from you, not from the line.

Underneath it sits one master bill covering the whole container. US Customs and Border Protection notes that entries still require the house bill number and the master bill number on the submission, and that automated NVOCCs have the option to self-file. Hand that data to the carrier to file instead, and the vessel operating carrier takes responsibility for it.

None of that is work FreighAI does. Your filings, your document issue and your numbering stay where they are. What changes is what has to be true before it can be produced:

  • the instruction read,
  • the missing lines asked for, and
  • the charges agreed.

The same master bill is where the margin gets audited

One invoice arrives per master bill. Revenue was earned on many house bills underneath it. Somebody has to line the two up before it is booked, and by the time anyone looks properly the month is closed.

Pass-through charges put a clock on it. Under the Federal Maritime Commission's billing rule, in force since May 2024, an NVOCC must issue a demurrage or detention invoice within 30 calendar days of the issuance date of the invoice it received. Leaving out any of the required information eliminates the billed party's obligation to pay the charge.

Where a line does not agree, FreighAI writes the reply, creates the task, and puts it in front of the right person in the right department, beside the original conversation. Bank reconciliation, accruals and provisions stay in your accounting system.

We are not a forwarder. Does a product built for forwarders understand a consolidation desk?

The work FreighAI takes over is the email around the booking, and there is more of it here because the bookings are smaller. Keep your TMS for the records. FreighAI runs the work around them. We scope the first workflow, integration requirements and implementation plan with your team.

Will it quote our space at a price we would not have agreed?

What is an NVOCC, exactly?

A carrier that does not own the ships. It issues its own house bill of lading to the shipper and buys the space from the vessel operator underneath. The Federal Maritime Commission requires US-based companies operating as NVOCCs to obtain a licence, and requires all NVOCCs in the US trades to submit proof of financial responsibility and to publish a tariff open to public inspection. In India, it means registration with the Directorate General of Maritime Administration under the Multimodal Transportation of Goods Act, 1993.

Does FreighAI decide how much space we commit to?

No. Sizing an allotment or a block space agreement belongs to you. Our guide explains what each of those contracts commits you to. FreighAI works on the enquiries that fill the space, not on the contract that bought it.

Can it handle enquiries that arrive on WhatsApp?

Yes. Gmail, Outlook and WhatsApp are live connections. FreighAI watches every company mailbox, pricing, operations, tracking and accounts, and follows each conversation from start to finish.

We co-load both ways on the same lane. Does that confuse it?

Buying and selling are different conversations and arrive as different threads. Which co-loaders count as rate sources for a lane, and which count as customers, is settled in the first workflow's scope.

Does FreighAI file our manifest or our customs entries?

No. Direct customs filing and duty lookup stay in your own system, as do your statutory books, any customer self-service portal, and warehouse and fleet management.
